A lot has been said about Everton's new stadium containing an athletics track to enable a Commonwealth games bid, particularly by the Mayor of Liverpool. In April he made the following comments to Paul Joyce of the Times. “At the end of the day Everton’s desire to have intimacy with the fans is something that I want, too, as a supporter, b ut that doesn’t mean to say that they have to be at odds with each other. “It might cost extra but we are happy to talk to Everton about those costs and who meets those costs. This article attempts to break down the likely hurdles that they are going to have to overcome both prior to the planning process and after. Firstly, a word on procedure.
